Kingwood Man Sentenced, Still On The Run

A Kingwood resident, who is still a fugitive on the run, was sentenced in absentia today to almost 22 years in federal prison. 


Oscar Cantalicio Ortiz (53, Kingwood) pleaded guilty on June 30, 2016, to conspiring to commit bank, mail and wire fraud totaling over $16 million. He was set for sentencing April 24, 2017, but failed to appear for that hearing.
 
Today (6/5/17), U.S. District Judge Kenneth Hoyt sentenced Ortiz in absentia to a 262-month-term of federal imprisonment. He was further ordered to pay $5,462,800 in restitution. At the hearing today, court heard testimony that Ortiz was aware of the previous hearing and that he had cut off his ankle monitor and left it on the side of the road. 
 
He is considered a fugitive and a warrant remains outstanding for his arrest. Anyone with information about his whereabouts is asked to contact the FBI at 713-693-5000.

How do you pay restitution in prison? I imagine his assets are already liquidated.

You don't. A judgment goes against you and if you die wealthy it comes out if your estate..other than that it's nothing more than a public record on your credit report. I doubt he cares about that.
