We park both cars in the garage. I understand garages are convenient storage; the question is what is more valuable, the things stored in the garage or your vehicles? It may be cheaper to rent a storage facility so vehicles can be in the garage.
This catch and release mentality is the reason cop's aren't aggressive in working properly theft cases. Cops arrest and courts release, so you're right- what's the use.
Unfortunately, it's become your personal responsibility to secure your property. The criminal justice system is overwhelmed. The truth of the matter is that petty thieves are processed and back on the street before the arresting officers finish their shift reports. There's no incentive to stop the behavior.

We first moved into our 12 years ago. The second night we were in our house someone stole the tool box off of my husband's truck. We called the police and they said it wasn't worth their time to come out and take a report. It took all I had to keep my husband from packing up and leaving!

Looks like that was across the street from the apartments in TW. Probably higher occurrence in that area. Always good to be proactive and keep your head on a swivel.
