Why do traffic lights go into flashing mode so often. I lived in the Philly suburbs until Feb 2006 and I never call lights going into flash mode ever. What causes it here especially around and in Kingwood? Just curious. Also why isn't a cop assigned to a flashing light to keep up the traffic flow?

gwizz00001 : Ever since we have lived here, Kingwood has always had issue with the traffic lights going out or malfunctioning. It doesn't take much.
gwizz00001 : you should not need law enforcement to navigate a flashing traffic light on a street within a small residential area. Usually, there is not staff to put an officer on a duty like this, as it will take away from other important calls.
