It is not a short answer and it is not a black and white answer. Curbside recycling is not economically worth it and isn't great for the environment either with the extra trucks. Plastics are the biggest issue since China won't take them anymore. The COH keeping them in a huge warehouse is better environmentally than a landfill but expensive. I suppose they think one day there will be an answer.
That does not mean recycling is never worth it. Store crushing their boxes and recycling them has shown to be cost effective. Paper is as well, but the inks on newspapers is toxic. In places that still require a deposit on glass that is later turned in is shown to be effective. Metals, if done properly, can be good as well. The recycling system like what is at the Park and Ride is the better way to go if it were done properly which more times than not it isn't. I always wondered why people even go to the trouble of going there only to put bags of cans or glass in the bins when it clearly says no plastic bags on those bins.
It also is subjective as to what costs we are looking at: economic, environmental, sustainability, etc. Most cities consider it a service and not a way to make money. In Galveston, for instance, residents pay a fee on the utility bill to cover the cost.
Anyway, I think we can do better to make recycling cardboard, paper, and metal viable. As far as plastic it's better to reduce and reuse
