I was, too. The neighbor called me at work and said we were flooding. I was frantic because my little dog was in there alone. I had to wade through waist deep water for several long blocks at 9:00 at night to get him. I hope they fix this, so it never happens again.

It's not so much a fraud prevention requirement causing the previous contracts to be canceled. Under 24 CFR Part 50 and 58, HUD requires HUD-funded projects to undergo an environmental review process before HUD and non-HUD funding can be committed or expended on a project. HUD also requires that the full scope of a project be analyzed rather than just the single part of the project funded by HUD funds. This is a required component of the environmental review process called project aggregation. So evaluating the full scope of a project and requiring the full review to be completed prior to funding commitments provides the greatest number of possible choices for the intended project (HUD calls them alternatives) to be considered while taking in all potential positive and adverse effects. Moving forward with acquisition or physical work limits all potential choices or options for the project.

I am expecting potentially significant changes to NEPA implementation across the agencies now that a number of executive orders have been rescinded. I expect something from HUD around February 2026 if rumors are true.
