Agreed however we know children do not see danger and of course, they don't always follow rules. Parents should protect their children by not giving them dangerous scooters/ebikes or other items until they reach an appropriate level of maturity.

I think the solution is pretty clear - license and insurance required. Probably should have it for pedal power bicyclists as well.
 
Open up the door for legal enforcement and compensation for anyone killed or injured.
 
Simply put, a motor vehicle is a motor vehicle regardless of form factor.

Kingwood police at a recent PIO meeting explained. If they stop a kid, they have to fill out extra paperwork, and they have to wait with the kid until they can get in contact with parents. The whole process can take 2-3 hours for a single stop. It's a lot of resources that would only interrupt a couple kids. And it's a misdemeanor with something like a $20 fine.
 
Personally, I think we need legislation with hefty fines to parents when kids get caught running stop lights / stop signs, riding beyond a reasonable bike-ish speed limit, and riding without a helmet. Maybe require schooling and displayed licenses for motorized scooters/bikes. That would do a lot to curb the issue.

I have a flicker of light to share regarding kids and e-bikes. While traveling west on Brook Shadow, I stopped at the Village Manor/Brook Shadow 3-way stop. I was truly amazed that a school-age boy on an e-bike traveling east did the same! He even signaled his intention to turn left on Village Manor, looked every direction to make sure he was clear to turn, continued looking all directions once he had turned, and kept a very reasonable and even speed. Impressive! Kudos to his parents!
