May be a plain bellied or diamond back water snake. I can't see its eyes clear enough. Either way I would still be cautious.

I've contacted the Houston Zoo Herpetology Department. I wasn't able to speak to anyone (I guess they're doing their herpetology thing with their residents), so I sent them an email. But, keep your answers coming. Said snake is now in the Asian jasmine near our house. Creepy.
