TEXASGIRLMAMMA : how do you know they aren't? Have you talked to every homeless person?

And yes, Ive talked to homeless people that were trying to better their situation.
Some people lost everything in house fires or floods. You think they want to be homeless?

Some have mental health conditions with no family, some deal with addiction but that doesn't mean they aren't trying.

A person is laying on the sidewalk with a six pack of alcohol and children are walking past because this is a major sidewalk towards the schools. The person is at the coordinates 30.0689817, -95.2111593 - the corner of Northpark Woodland Hills. Os there anything legally that can be done?

@Reverb2000 : Call the cops. A drunk man laying on a sidewalk where children go is never safe.

Please understand, I don't want to wake up and find him passed out in my front yard. But these people do have a story. Most of us showed compassion for the man whose mother posted on here because she humanized him for us. We realized that he was a person and could be one of our own if the fates were different. But he probably isn't much different than this man in the picture.

In 1981, President Reagan deinstitutionalized the mentally ill and emptied the psychiatric hospitals into the care of community clinics. It sounded like a good idea at the time, But a great many of these people suffer from paranoia, bipolar disorder, and schizophrenia. They aren't going to seek treatment voluntarily. The deinstitutionalization of the mentally ill has increased the number of homeless and mental illness. Our jails and prisons house people that would have once been served in residential hospitals.

These people are on the streets because there is no place that they can be sent to. There are no public hospitals for the long term residential care of the mentally ill. If their family is in the picture, they are as helpless as we are in most cases.

We can't just keep pretending that this problem only exists in large urban areas or is only about drugs and alcoholism. I don't know the answer and don't pretend to be more intelligent or compassionate than any of you, but I do know it's more complex than addiction. It's that, on top of severe brain dysfunction.

teatime : That's the tough part in all this. We citizens are not equipped to distinguish the mentally ill from the majority who are not mentally ill, but dangerous substance abusers. The suburbs is no place for this, the streets are no place for this. We should hold our elected representatives/officials accountable for removing from streets. The world is too dangerous as it is. I refuse to invite even more danger into my community.

No one wants these elements near our children, schools. Its not that we are heartless, it's more like we lack the luxury of tolerating this in our community because our first allegiance is to our children

What we do know is if we don't give them money (or provide consistent other items) they will move on.
Promoting a lifestyle none of us would wish on another makes no sense. Give responsibly.

The money is there to provide meaningful care for these - everyone knows this. We send more in aid to ……well, I best not go down that road lest the G or P word turns this to FL.

teatime :
You nailed it. I went through the closing of institutions in '81. I was trying to find a job in the field and it was flooded with professionals looking for jobs after being let go when they closed the doors.

And on the flip side we have my DS. He is lucky to a point- he is stable but there is no cure. We have been able to provide him with the care he needs- though we almost went bankrupt a couple of times when he was young. Hospital and inpatient places along with doctors and medications don't come cheap even with insurance. And having a savings for medical expense isn't easy when issues started at Day 1.
There are long term , private care places- insurance doesn't cover those. They run 5-10k a month- that was 5 times our mortgage way more than hubs salary. So yes the wealthy have that option but the middle and lower class don't. Some families abandon their sick family member and I can't judge them as I have lived that hellish life of physical, verbal and emotional abuse with my DS. Then there are those people who just leave their families- not wanting to take their meds or live with their families rules( DS did that for a week).
