Txbutterfly : Agreed. They pick them up to "rescue" them but don't have the time or ability to truly foster and care for them. Then it's high-pressured "please help" messages and posts. A lot of dogs are reported lost when they simply get out and are on a stroll. Then someone comes along, scoops them up, and they end up much further away from home than just around the corner in the neighborhood. It's really not a rescue if you can't follow through.

Very nice gesture, but I would not go near someone like that. There is not telling what their mental state may be. I like the 311 idea.

IMO you're showing compassion by calling the police. Compassion for the kids walking to school is much more important. I wonder what became of this. Did he wake up and walk away? We at least should have put a silly sign on him.
