Suspects arrested for stealing catalytic converters in Humble On January 12, 2022, deputies with Constable Mark Herman's Office responded to the 7100 block of Foxbrick Lane in reference to a suspicious male. Upon deputies arriving, they located two males stealing catalytic converters from vehicles in the parking lot. The males were detained and identified as Billy Dela Cruz and John Palacios, who was found to be in possession of 33.8 grams of Methamphetamine. "They were arrested and booked into the Harris County Jail, charged with Felony Theft. John Palacios was also charged with Possession of a Controlled Substance. His total bond was set at $5,000.00. Billy Dela Cruz' bond was set at $2,500.00 out of the 183rd District Court." - Constable Mark Herman
The bond is just supposed to guarantee they show up in court, it's not meant to be punitive. It's the sentencing that we should be concerned about, I doubt they will serve jail time for this unless they have lengthy records. I really think public safety needs to be considered when granting bonds though, someone accused of a capital crime should not be out on bond but should get a speedy trial.
