Example: the median at NP and WLHP in front of Kroger. They come out to your car from that median.

Wish MoCo would expand on this and make it truly illegal. Give a warning the first time and then take them in. Slap their wrists once, and then buckle down if they're seen/caught again. 3 strikes method.
