buy them a poop scoop rake combo and gift it to them. They will not have to bend over to pick the poop up.... I have to go out in my back yard and pick up racoon skat and opossum skat. Not aware of any smell.

Unfortunately not much can be done. City inspectors is your only hope, if they find code violations like trash, animals in bad situations, gasoline or other health hazards to the community. Kingwood is city of Houston so you can call 311 to report it. It will take months as there is a process. If there is rats and snakes, animals in danger maybe a little faster. He may have known it was you that complained therefore he put gasoline on the fence line so you can smell that as well. Best in this case not to talk with him. Also remember people will retaliate. So be silent and if you told others they may have told him.

I feel your pain. I had a neighbor like that. Her house was just as nasty. When they moved and had to clean the yard, they raked up several piles, they were hip high and gross. In fact they had to get a new couch once a month. Between fleas and cat ****, they tore them up. Lol my exterminator would double treat that side. I actually believe me complaining to management was the cause of their move.
Nobody should suffer another's stank.

I would find fragrant plants for my yard. Not sure there is much more you can do. Maybe if the HOA keeps sending letters they will tire of it and clean up. Poor neighbors and dogs. That's just gross.
