Who can I contact when a cat is left on patio day in and out and cries constantly? I assume it's being fed as it has been going on for weeks now but I never see anyone out there. It climbs out onto the ledge and cries when it sees someone. It's on the second floor so is too far to jump.
It's killing me to have to hear it day in and day out. The apartment management doesn't care.
