As in they'll not move you up, you're there without inclination to move up as they burn you out, do all their work, and then they'll just hire the next fleet of seniors… how is that not predatory hold out practices for community grads?

Sounds like a normal entry level job.
That's exactly what my experience was with my first post high school job. It's a starter job. You gain experience and move on.
Someone's willingness to vouch for you as a reference is usually tied to how you managed your relationship with the people who needed you to show up on time and perform to their standards. It helps if you show up on time, stay busy, and exceed their standards.
