I don't know how I feel about this. This is how San Francisco and L.A.started out. They had bleeding hearts and the word got around to a lot of other homeless that they are welcome and more will come here. I would much rather see them all in a program where they are medically diagnosed, treated and jobs found. If they turn down treatment then maybe they are just lazy and looking to live on handouts like the street corner hustlers.

SpaceCat : this is kind of you. my guess is that she does not Want the help that I imagine has been offered to her, before. In that case, there is little that can be done, since she is an adult.
of course it is very worrisome due to the weather, her being alone, and more. In our area, she is safer at night than she would be in most part of Houston proper, so she stays in the area.
Some people don't want vagrants in their community.
