I struggle to understand why Harris County's use of constables needs to be maintained. This fragmented law enforcement system with overlapping jurisdictions seems to invite inefficiencies. If the funding for the Constables comes from the Harris County general fund, then why wouldn't it be more efficient to merge the operations and enable the Sheriff's Dept to serve the same role?
Spork : Not a bad idea. It would require a constitutional amendment as county constables are mandated by the Texas Constitution.
