I don't know if Houston still has an active program or not.
You may be able to request a "Shot spotter" be placed in the area if it is a common occurrence.
Some nut shooting 10-15 rounds will most likely hit someone eventually.
This technology is a sensor that can triangulate and report gunshots to HPD.
I believe it has a .05% false positive rating.
It might be worthwhile in neighborhoods where gunfire is more common.
ShotSpotter program detects 5K gunfire incidents across Houston in 2 years
With the proliferation and ease of getting an "FRT" (forced reset trigger) we are most likely hearing an increase in some nutjob testing out his new "toy".
Most firing ranges don't allow rapid fire and these guys probably can't contain themselves. They just have to try it out.

The ring video sounds most definitely like shots. Fireworks don't usually have such a consistent timing.
1836 StormChaser : You might be surprised. The sweetest, kindest, over 75 friend of mine always has one in her purse.
I spoke to an officer at the HPD non-emergency number several days ago. I live in SWH on a culdesac near the diversion ditch by the fire department. We have been hearing this for 6 days in a row between 1:30 and 2:00am. He said he would pass it on to night shift and said that we should call 911 immediately after it happens so that someone is dispatched. Someone on ND insists that it is 2 cars with altered exhausts that sound like gunfire. I googled it and apparently this has been a problem in multiple cities.
