Elm Grove. Does anybody know the story of the man who rides the

Elm Grove. Does anybody know the story of the man who rides the adult tricycle and flags down cars asking for money? He was in the inner portion of the neighborhood stopped right out in the middle of the roadway. He appears to be mentally handicapped and was flagging down each car that passed, but out where he could get hit. He doesn't appear homeless. I am sure his family would be worried to know he is putting himself in harm's way like this.
