Well he/she didn't get put in the back of a cop car because of good behaviour. They determined he/she was drunk. Pulled her/him out from behind the wheel. You know that breathalyzer thing?. Then the rest is history.

He was probably out 10 minutes later and back drinking and driving. The $100 bond is ridiculous

IMHO, they need to up the time spent behind bars and they should not be given bail because it makes it too easy for them to repeat this behavior and future incidents could be fatal to either themself or most of the time other people. They are sick and dangerous and will continue to drive drunk if the consequences are too lenient
($100 bond, that's a joke, imho).
