MissAmericanPie : no not really. I was president of a Kingwood HOA and Texas has very tight rules on foreclosure . If the homeowner has declared bankruptcy or home is damaged by storms, fire and other disasters the HOA cannot foreclose for not paying HOA fees.

A long time ago when my DS got in with the wrong crowd and was homeless- these kids showed him an abandoned house in Elm Grove. He said the house is destroyed on the inside.
When we found him and he told us - we went to the sub station and talked to a great officer. He told us that they were aware of the house( and several others in Kingwood) and that the police AND the HOA are powerless to do anything- they need the owner's permission to enter the premise. We did a little research and found out that it was owned by a bank in CA. We tried to contact the bank to no avail- it didn't exist🤷‍♂️. Guess it went belly up and somebody else took possession but it was a dead end both in Harris Co and out in CA. I'm sure the neighbors are thrilled to have a flop house in their neighborhood

We had a home in our neighborhood that appeared down for a month and no one picked up the pieces of wood or cleaned the lot. I called the County Commissioner's office as we were not in the city of Houston and they got on it in a hurry and said they were going to have to call the County Health Department. Guess what, they got in touch with the owners and the property was cleaned up within 2 weeks. Perhaps if the HOA isn't doing anything, you might want to call the City of Houston Health Department because is health issue. Just a suggestion.

Where have you been, I drive by it every day since it happened, I don't even see any more! The house at the corner of Clear Ridge and Sweet Gum has had the garage smashed in since I believe Hurricane Imelda in 2019, and she lives there, attic has been open to the outside elements since then! Amazing, I don't think we have a HOA anymore! About 2 years ago, tried to get permission to remove driveway, no response, then they came by and left a note to clean the "mold" off of my house, my house is one of the nicest with a continuous clean cut and edged lawn, all the time. My house has no mold. Told them to fly a kite and to have that lady get her house fixed at Sweet Gum and Clear Ridge! It's actually right across the street from the pool! I can't even get them to send the pool passes!

I live very near this eyesore. The fence was put up by HOA after neighbors reported to police that vagrants were sleeping there. Hopefully the house will soon be demolished. A person who is on the HOA board posted recently that there had been a court hearing.

MissAmericanPie : I don't like the idea that someone is hired (maybe?) to regularly drive up and down streets looking for violations.
We hired a roofer on a Thursday. He put his company sign in our yard. The work began on Monday and the work was completed on Tuesday. Sign was removed.
10 days later we received an "Oops" letter to remove the commercial sign in our yard.
Aggravating to say the least.

Andrew59 : Your comment reminded me of a (not so) funny story. I do try to maintain my house to a high level. I got a letter from the HOA a few years ago to remove mold from my homes exterior. I wasn't aware of any mold, so I walked the perimeter of the house. Sure enough, on a side of the house that I never go to was a spot of mold about twice the size of a basketball. Of course I promptly removed the mold, as I don't want it on my house any more than the HOA wants it there. I actually appreciated them telling me about it.
The then president of our HOA lived a few houses down the street from me. I happened to take a look at his house a few days later while out for a walk with my wife, and his house was virtually covered in mold.
Things that make you go hmmmmmmm........
