Solution to this is easy. HOA has it torn down and hauled away. HOA maintains the grass on the lot weekly so it's not an eyesore. HOA places a lien on the property so that when this company that owns it tries to sell the property the HOA gets it's money back. If they don;t sell it soon enough the HOA has the legal authority to foreclose on the property and they can get the money back that way.
My neighbor here in Sand Creek has some kids toys in his driveway. My property is spotless but I repaired a fence and I had 15 old fence pickets bundled up neatly next ton the garage waiting for garbage day to put them out. Both he and I received warning letters that we had to clean up our "clutter". Yet a home like this is left for over half a year now. No bueno.

I can't believe this….so I'm out cycling this morning and I'm riding through Elm Grove on Sycamore Springs and that house that was demolished last year in Beryl is STILL just sitting there like the day it happened. I know it's a rental home owned by a company, but how do they get away with this? The HOA Regs apply to them like anyone else. Yet….
I am sure there is more to it. Legally

If this is in fact a family owned home then of course we need to show compassion and patience while they try to deal with what would certainly be a horrific situation.
As for the HOA comments I made, I believe in HOA's and I think they are necessary here in our area where we have no zoning rules at all. The HOA is all that keeps us from living next door to a gas station or a junkyard. My frustration is that sometimes they show misplaced priorities.
Oh I'm sure they are. But they just don't seem to take major offenders to the next level. Or maybe they are and we just don't know it.
I love riding around and looking at houses and gardening styles. After Harvey flooded Fosters Mill there was a house in Foster Mill Estates that was left abandoned. It look awful. across the street and next door were beautiful homes that looked like they cost millions of dollars. And yet this horrible site was left for over 5 years untouched. I thought how awful it would be to have a house across the street that looks so bad. But it happens even in the most expensive neighborhoods. I would freak out. But that is just me.

If someone has a camper parked in the driveway this is an offense... It is something like 3 letters and then a certified letter before it can go to legal.... The problem is as soon as the issue is corrected it starts back at step 1. So John Doe is working on his camper in the driveway... A letter is sent...... A couple weeks later a second letter is sent.... The 3rd letter is sent a month later and then the homeowner removes the camper..... A month later the camper is back being worked on. The process does not pick up where it left off it goes back to step 1. Same for an unkept yard.... So to get to legal it can take a long time.... The HOA does not have the power many think that they do.... It is most annoying to those of us who care about the neighborhood and our property and get a oops letter....when you see so many other homes in much worse shape but it would appear nothing is being done...
Likely caught up in a Insurance dispute....
Ticagro : I got a few sad faces on my comments above. My comments are based upon the remarks that this isn't owned by a family, the house is owned by a corporation that's in the rental home business. I have no sympathy for these often predatory corporations at all. They get no quarter from me.
