SarcasmWins : Perhaps when Kingwood was unincorporated. As part of Houston though, and with all the development around Kingwood, I don't think anyone stopped walking Kingwood streets with a rifle today would be mistaken for a hunter.

Same here. I view it as similar to sidewalk theatrics that protesters do. They view it almost exclusively as an exhibition of their rights, while others view it as an unnecessary nuisance for public attention.I can also acknowledge that some of the firearms exhibitionists have a heightened awareness of potential risks, and believe that the exhibition of their weapon can serve as a deterrent. Even during some of my law enforcement years, several colleagues preferred their weapons to be visible through a "concealing" garment. I viewed that as being more fearful than protective, based on their justification for doing it.
