@Wooderson: Do you have any precedent ever of someone suing the city for citizens feeding the homeless and causing illness? This is the most contrived example ever. If this was a problem, wouldn't the right tactic be to make the person liable the person feeding the homeless poison, and not the city for owning public grounds?If I came to your house and I fed your kids poison, unknowingly to you, would that make you liable?This is the most ridiculous argument ever. I expect better.

Now if I recall, this is about more than one issue.There is the danger of non-government supervised feeding and no guaranty of quality of the food being feed to the homeless.I'm not sure I have ever heard of this being a problem, but without supervision there can be no power.one of the biggest complaints that as I understand really lead to this was the mess the areas were left in when some organization was done feeding the homeless.No one was responsible for cleaning up.I have also heard of complaints of feeding areas drawing undesirables to those locations and bothering the natives of the area.By passing these laws it gives the government the right to supervise and not allow this activity to happen if certain conditions are not followed.That is at least how I understand it, in a nut shell.I am NOT agreeing or disagreeing with this however. Just putting it out there. 4951

@FoFa: Nope, not a single littering provision in the bill that passed. We already have littering ordinances. If you littler, you get fined.

@evancarroll I was stating the reasons I heard this came about.It was also stated that yes there were laws regulating litter and such, but this gives the government a provision for enforcing those.If you have ever noticed, it seems the government is usually vague about these things to give them some wiggle room in interpretation.But if you interpret incorrectly, god have mercy on your soul (pun intended). 4951

@FoFa: No it doesn't.
It gives the government the ability to ticket those feeding more than five homeless people $50 - $2000 if they're on public property. That's what the ordinance does. If you were a private charity with your own property you'd be able to do the same thing -- after the homeless left the building they'd still not have a place to take a dump, and you'd still not have a receptacle to throw away trash.The groups that feed to in fact clean up trash. They're pretty clean for groups. Some of the homeless -- not so much. But, even those are few and far between. Come down to Food Not Bombs and watch how the operation is run. We don't use disposable cups, plates, or silverware unless we run out of plastic equipment and that rarely happens. 4951

Also it only stops you from doing it on CITY OWNED land.Private property it can still be done.Now I am not agreeing with, or disagreeing with this ordnance, I'm just stating what I heard is behind it.I think it it is silly, but if there is a problem with destruction of, filth, and bad behaviour on city property due to this type of event going on, we have to allow the government to put a stop to this uncivil behaviour.Seems like it is not a real stopper and mostly causes the organizations to be a tad more responsible for what they are doing. Things must of been getting out of hand for them to enact this ordnance. 4951

Now, you're just arguing that the City should able to deny anyone access to our common grounds that we paid for without reason by simply denying them the ability to get a permit... That's a whole different argument: that's also exactly what they're doing by not issuing the permits.If that is your argument, then stop trying to make it about litter, or about health or safety. It's not. At least, no more than it is about unicorns or nuclear fusion, 4951
