I was reading the article in a local paper yesterday about the young man whose car was towed at River Grove Park (yes, he had a K sticker).  A comment by Ethyl McCormick caught my eye and I am trying to understand why the KSA / Kingwood Management (etc) has to have a reserve account of $900,000?  Is this not money paid by the homeowners?  Why cannot it not be put to use instead of the fees being increased?  Just cannot get my arms around this one....  4951

 If you go to the KSA' website and do some searching (instead of posting the same accusatory questions on two boards) you will find their budget for 2012 is over $800k based on the #units in the KSA (over 21k) the information you will find in their bylaws will let you know what they do with their $$. Here is a breakdown of their budget:
•An annual budget is presented for approval by the KSA Board at a meeting held in October of each year.
•The costs and expenses incurred by KSA are borne by the member community/ commercial associations on a pro rata basis determined by the ratio of equivalent units that existed on October 1of the immediately preceding calendar year.
•Member community associations are billed quarterly based on the approved budget. Unexpended funds are returned to member community associations after the end of the budget year.
•Approved Budget for the year 2012 is $806,003 and covers the following areas:
-$182,783 -- General and Administrative expenses
- $17,000 -- Public Safety activities
-$354,063 -- Operation and maintenance of 5 Kingwood area parks
-$118,385 -- Park improvements
-$133,772 -- Maintenance of Kingwood entryways
 
As a side note, I am getting tired of the "K" sticker complaints. Most of the people in the paper who were fined or towed come across as complete morons. How hard is it to go to the KSA, show your documentation, get sticker and place on left BACK windshield or bumper? Consider the towing fee as a stupid tax.

Thank you TexINs. First of all,  I can post on as many boards as I feel like. Second, I have been to the website and my question has nothing to do with the budget, it has to do with the reserve (money held above and beypnd what is needed for the budget).  There is nothing on the website or in the information you provided that indicates why there is such a large reserve held. 4951

Because as psuedo-politicians, they like OPM (other peoples' money).
 
My "village" is not part of the KSA and thats how I like it. There is always some fool advocating that we join their fiefdom. I can find better ways to throw away $500. 4951

@tatertot58 Maybe their bylaws require them to have such high reserves. What does it matter? IF it is that important just give them a call and let us know. OR were you just using these forums to try and trash the KSA (by leading with the K sticker story).
 
The KSA and each HOA (along with concerned citizens) is what keeps Kingwood from becoming a crappy place to live. The money we spend is very well worth it. I can't believe the hate some people have for these organizations. Similar to the democrats who want to eliminate all the things that make the USA the greatest country on the planet.

Just to let everyone know, I had to get a new roof about 7 months ago. I called the HOA up and they sent me a form to fill out. Very easy and pain free. I for one did not mind paying the HOA dues. Keeping Kingwood beautiful is something I didn't mind helping with. It could be worse, you could be in a gated community and paying over a thousand each year =) 4951

Well I personally dont care for HOA's but everyone must remember that we lost a ton of trees due to the drought...North woodland hills alone have spent over 250 grand removing  over 1700 trees. Our fees are going up for sure and if they really removed 1700 trees for that,  they got a goo deal, we just shelled out 1600 for 4 VERY VERY VERY tall pines...:-( (clean up and haul off included) Everything is going up in life HOA's included....LOL 4951

@ TexIns - Are you part of the Kingwood HOA? If so, did you guys ever think about asking for donations so you could try and save all those trees? I would have given some money over. Painful to see all those tree die =( 4951

During more than his three minutes of allotted time, Elm Grove resident Josh Taylor reiterated the events resulting in his formal written request to the Kingwood Service Association Board of Directors (KSA). As reported previously by The Tribune July 9 and June 11, Taylor’s car was towed from River Grove Park on Feb. 12 for improper or no numbered Kingwood parking sticker on the car, Because he had a proper sticker visible in the car he requested a $238.30 reimbursement from Kingwood Management’s Ethel McCormick. She declined and referred him to the KSA Parks Committee for consideration. He objected and requested a “tow hearing” in Justice of the Peace Court, Precinct 4 Place 2. At the April 25 hearing, the judge ruled in Taylor’s favor, finding the removal of the vehicle was made without probable cause and ordered Kingwood Association Management to reimburse Taylor the cost of the tow and $20 for court costs. McCormick appealed the case, scheduled for July 30.
 
At least one board member told Taylor KSA, “always wins these kinds of things when they go to court.”
 
The judge, in setting the appeals hearing, indicated that the parties may settle out of court if they so choose. As a result, Taylor took the matter to the Parks Committee as McCormick had originally advised. The Parks Committee referred him to the Board.
 
After discussion and questions between Taylor and several of the board members, it became clear that no such motion would be made. Taylor urged Elm Grove representative Susie LeCantu to make the motion on his behalf as his representative so at least a vote could be called.
 
At this point, the KSA Board declared that Taylor’s request would be brought up the under new business at the end of the meeting and the returned to the meeting’s agenda.
 
 
 
McCormick reported for the treasurer that KSA revenues were  fully received for the first six months for a total of $400,001 and that operating expenses were below the approved budget by a total of $112,274. <SNIP>
 
 
<SNIP>Four Parks Committee motions were approved: $15,375 drawn from the Capital Reserve Fund for re-decking Richard Summers was nominated and elected by acclimation.
 
No other business was raised by the board, so Price adjourned the meeting.
 
Following the adjournment Taylor wondered what had happened to his request that was to be taken up. 4951

I got an Oops notice my trash cans are visible.  My cans have been in the same location for the past 12 years.   Looked across the street and both my neighbors cans are visible. 4951

@kingwooddiscgolf if they can keep 90% of the knuckleheads who would not normally take care of their property, to take care of their property it is worth it. I lived in a non-HOA community and it was horrible.
 
Here is what I do not see in my HOA community:
RV's parked in the driveway all the time
Broken down car in the driveway all the time
Smoke from burning leaves drifting into my backyard
Neighbors weed/crab grass experiment
Neighbors leaving garbage cans at end of driveway for weeks at a time.
The pretty chalk blue house. Almost as cool as the bright orange house
Chain link fence.

Oh man...I remember back in the day before Houston grabbed us up.  I grew up in Forest Cove on those wonderful acre lots.  Everyone had a burn pile in the backyard and Sunday evenings in the fall at twilight, the smoke whisping through the trees and that wonderful smell.
 
Ahhh...and the simple beauty of a water well for your lawn.....those were the days around here. 4951
