Why is the Harris County Purchasing Department taking up to 20 m

Some of the projects, when put off, will end up costing more once they get to them because erosion is a 24/7 process that waits for no one. Harris County is too big and too dysfunctional. They shouldn't have gobbled up so much territory if they can't maintain all of it.

Darla897: They just want our tax dollars. My street never flooded during Harvey but had water come up the front yard in subsequent flooding events because city of Houston never cleaned the debris left from Harvey out of the storm sewers.
