Reverb2000 : Call 311 for welfare check, they can go help relocate the person maybe to a warming station. Or go buy McDonald's breakfast and take them and see if they need a ride to somewhere that can help like star of hope.

A person is laying on the sidewalk with a six pack of alcohol and children are walking past because this is a major sidewalk towards the schools. The person is at the coordinates 30.0689817, -95.2111593 - the corner of Northpark Woodland Hills. Os there anything legally that can be done?
