Ugh street beggars are back, bolder than ever

We don't have this wide spread problem in Gilbert- maybe because we have so many ways in and out of town. There are some by this big shopping complex but again there are so many ways in and out of it maybe it's not worth the beggars' time? Y'all in KW are like trapped rats- esp on NP and KW Dr and WLH.
What I do find interesting is our town has put up signs saying something like don't give money , instead have them call this number ( some phone number) for resources. Traffic in this area moves pretty fast ( imagine a town where all the lights are synced properly!) so it's impossible for these people to walk among the line of cars.

Isn't begging (i.e. panhandling) like this illegal in the city of Houston (since Kingwood is part of Houston)? You would think the police would advise them or ticket them and maybe they would go to jail. I could be mistaken.

Trafficking can take many forms. The woman with the young child in a stroller doesn't get your money- the men who pick her up in the van along with other women are the ones who get the money ..

I encountered one outside a grocery store. Had a small dog in the hot metal grocery cart with a few groceries.

Ruger5 : It makes all the drivers uncomfortable. Sometimes the beggers get angry and cuss people for not giving them money. It's not a good situation. I am surprised the cops don't run them off but their hands may be tied.
