It looks like it's near the service memorial for the fallen KW soldier. I guess it's still there. I saw it a few years ago when I had my car serviced at Pep Boys and walked over to Subway for lunch. Crossing NP is not for the faint of heart!

Reverb2000 : If I saw a person passed out on the sidewalk I wouldn't assume they were sleeping. I would notify the police. If he is passed out that would be public intoxication. Having beer where kids could take it is a safety issue as well.
Hell, he's asleep. All wrapped up like a cozy vagrant burrito - and not threatening anyone. It's a free country (if you're homeless, that is). Between migration, mental illness, homelessness, and an overwhelming lack of support services, this is becoming commonplace. Sad to say, but more are on the way. The suburbs are no longer immune to societal change.
A person is laying on the sidewalk with a six pack of alcohol and children are walking past because this is a major sidewalk towards the schools. The person is at the coordinates 30.0689817, -95.2111593 - the corner of Northpark Woodland Hills. Os there anything legally that can be done?

e : I have had the discussion "what if you dont want to participate in society" previously. The state parks are where one can go and not be bothered of thats what they want. They are here because people give money here. The word is out and thats why we have vagrants and beggars. They are brought here usually by ambulance to the hospital then just walk over.
