CoffeeandWine : Nah. It's because teachers aren't allowed to fail kids anymore. You just have to be enrolled in school and you'll get a diploma. Don't even have to show up. I'm serious. My first year of teaching we couldn't give lower than a 70.
 
@PatrickStar : Oh, I am fully aware of that. And that is most of the problem. I've seen teachers following students around begging them to redo or makeup work & tests. It's pathetic. Fail the little buggers and mommy and daddy pitch a fit.

In my experience, the principal and counselor start nagging the teacher incessantly. They question your grading, your assignments, and tell you to do everything possible to pass the kid. Day after day. They then remind the teachers of the importance of passing and giving opportunities to students. It's so infuriating. Schools don't have the resources to do remedial work or to have kids redo grades, so they get pushed forward based on age. No one fails because there's no classroom space for kids to redo grades.

Yup. To fail a kid in your class, the teacher has to prove they called the parents multiple times, give proof of warnings, show the assignments and grading rubric, and provide reasoning to the principal. Even then, the principal will try to find ways to pass the kid. It's ridiculous.
