eighteen : interesting, Google AI has an ongoing debate on the question, that keeps getting murkier except for the part about ksa civil jurisdiction over parks in Kingwood. I was towed once at River Grove with a COH ticket back when they used to play softball on the back soccer fields for no K sticker. The ticket was tossed but the tow wrecker scam played on in 2007.
I was picking up kids & bikes, close to dusk, that had bicycled to River Grove Park. Wrecker pulled up and blocked us in, insisting they had the right to tow us and leave us standing there. We refused to get out of the car and called 911. When HPD arrived, the wrecker attempted to flee, but HPD caught them and ticketed them. The K sticker requirement for accessing parks wasn't a thing when we moved here in 1974, nor were pool tags. The towing scam has been going on for the past ~20 years. There is a lot of legal gray area here, that unsavory wrecker services try to exploit. Per HPD; you can be towed if you are parked and not physically in your car. You can't be towed if you are physically in your car and/or just driving through. A wrecker can ask you to leave if you are in your vehicle, but they can't block you in and threaten to tow you.
