Rear neighbors want to replace the fence between our houses. It's still in pretty good condition.
They want me to pay 1/2 but are adamant that they want the new pickets on their side. We have pickets on both sides currently but they won't pay 1/2 if I want my pickets replaced also.
Is that weird?

Simple... I'm not paying anything if they want it their way.

Yep weird AND unreasonable. After Beryl I had 2 sections replaced, half by both parties making it the same for both sides.

Hold your ground and tell them you will only pay half if the pickets are the way they are now. It is standard good neighbor practice.
if both pay, pretty and ugly sections alternatee. If they want the pretty side (the smooth side) on their side then they pay the full cost. (and then you have the cross boards to hang your trellis with your vines, flowers, and veggies, the full length of the fence.) Just make sure the fence is all on their property.

I like the frame side better, my frames are perfect. 3 runners all exterior screws. No nails. Easily unscrewed and replaced though. However I'm friends with all 5 neighbors I have three in back
and I build it myself. I even buy everything have it delivered, show them the receipt and they usually pay for all materials at my contractor discount. They only need to pay half though. If they have no money especially seniors if barely making it, no charge. I understand life for some is hard. It's called paying it forward. It all comes back via good karma it seems. They usually insist on paying though. since I build the best fence ever for much less then anyone else. They know as if they need anything done to their house they ask me. I'm half the cost to repair since they're neighbors and easy for me, I actually enjoy building and repair. Two sided fences are very heavy last about 10 years. Really should be metal post if two sided. Very heavy, I would also use cedar or even better red cedar for pickets. Pine pickets are fine though. They usually go on sale twice a year at Lowe's.

You are so right. As I was reading the thread I was remembering getting HOA approval prior to replacing our fence. Always consult/get approval from HOA before making any changes. It's the safest way otherwise you may have to pay a second time to bring changes into compliance.

If it is in pretty good condition, why do they want to change it?
