Could the reason why so many pets are abandoned be that there is no place to surrender an animal in our area. And the places that do (CAP, SPCA) are always full and require $

Part (much) of it is probably due to carelessness and selfishness. "Hey, I don't want this doggy anymore. That's ok. He can go live outside."Ignorance.Also these are tough times--no excuse for dumping instead of putting them in a shelter, but there is a factor too...some people honestly can't care for the dog anymore/ 4951

You are right. All the shelters are full and the SPCA does charge a fee to surrender an animal. I sometimes foster animals, but I am such a softie that they latch onto me. I have had a "foster"collie for 11 years.  If you want an animal but don't time for a forever friend, consider fostering. I have fostered a few animals for deployed soldiers so they didn't have to give up their beloved pets. There is a big demand for military pet fosters, even for reservists doing their 2-week TDY during the summer. It costs a lot to board an animal for 2 weeks and some cannot afford it. 4951

@grandzilla - if you know of a website that tries to match fostering for soldiers to foster carers please post it.  I think that's a great idea.  It might be a bit of a rent-a-dog, but it allows people to help out both a dog and a soldier without the 10-13 year commitment and the expectation of the chemo when the dog gets cancer. 
 
Saying that, we've gotten a little lopsided in our society's expectation of care for our animals.  High-priced food, vet bills, brushing teeth, can't live outside, etc.  I think sometimes people take on a dog that they love and then realize it's really expensive.  It's not an excuse, but many in our society are not the most forward-thinking...

My neighborhood is AWFUL about random dogs running loose everywhere! It's heartbreaking. In my area I think the main reason dogs run loose is a combo of ignorance (they need room to run etc), and there are a lot of rent houses in my neighborhood, and the owners don't maintain their fences! It's so irritating. I think people should be ticketed if/when their dogs get loose. I know **** happens (my boxer used to easily jump our fence), but there needs to be consequences for irresponsible owners! 4951

We do have a shelter close by, the humble pound. They don't do public adoptions though because they don't have enough funding so every pet dumped, picked up, or taken there will be euthanized unless a rescue takes them. As you can imagine, there is a LOT of death.
 
See why strict screening by rescues and strict puppy placement by breeders is so important? Irresponsible breeders sell to irresponsible buyers who are more likely to abandon, dump, or keep their pets outside and not properly contained. If BYBs, puppy mills, and commercial breeding operations didn't exist then we would not have this epidemic of pets dumped and running rampant. Gotta go to the root of the problem and educate, educate, educate. 4951

They are actually trying to find rescues for the pets they get. They are doing a lot less euthanasia because they are not excepting owner surrenders.

Guardian Angels For Soldier's Pets (GASP) is a volunteer based rescue group that helps place Soldier's pets into foster homes when they need to deploy. You just need to contact them early to give them time to find a home. Grandzilla...is that who you volunteer for? Or is there (hopefully) more than one rescue placing Soldier's pets? 4951

@N+T:  But that doesn't stop people from still surrendering them. The Humble Pound has a "drop box" and people can stop by and dump their pets in the box over night. They are still high kill. They have one volunteer that tries to get the pets into rescues, but so is every other shelter around town. There are just not enough homes and everyone that cares is already full.

Humble pound no longer has a drop box thank goodness. There are no adoptions allowed from there and the animals' only chance of survival is for a rescue to pull them.  The pound only picks up in the City of Humble too. 4951

Ditto to what Ann2800 said......I lived in Germany when I was married (he is in the Army), and they do have shelters/pounds there, BUT they will NOT adopt animals out to Americans......that is so sad...b/c the Americans have a habit of adopting an animal, then just dumping them back at the pound when they move back to the states, or the spouse deploys and other spouse does not want to "have" to take care of the animal...Not the kind of reputation I personally want as an American living in another country..... 4951

I dont know,, but from my experience, I have to admit, I am guilty of this. I have 2 dogs, and we recently moved, from a big back yard to a small little yard. I have been trying for months to find them a good home. Problem is things happen, lives change and you have to adjust. I tried posting to give them away but so many people started bad mouthing people about abandoning dogs and "why get them if you can't take care of them" type commments. People dont know other people's situation. Sometimes we need help to find them a good home. I have tried the shelters, but they wont take them... they require up to date records, a cleaning and health records, and they want you to keep them until someone asks, which could be more than 6 months.
 
Now as for those who just let them run off and never come back, then I have an issue with that. I dont know...... 4951

Dogs don't care how big your yard is. I know many people who live in apartments with huge dogs. They just walk them every day or go to one of the many dog parks. I hope your dogs are up to date on their shots. There are many low cost veterinarians in the area. Try Spayhouston.org or SNAP Wellness Clinic. Knox Farm and Feed in Porter sells Ivermectin individually in syringes in the correct dose for your dog for only $3.50 a month. Just bring the clean syringe back once a month and they refill it for $3.50.
 
It IS very difficult to rehome a dog. 20,000 dogs a MONTH are euthanized in Houston. The shelters are full. A lot of these dogs are owner turn in. It's a very sad world we live in that so many dog's have to die. I blame the byb's.
