They're possibly flushing the system. They do that in my area from time to time.

WTF : Did not know that. Come to think of it you are probably correct because the cap Is lying to the side of the hydrant, if it had burst off, it would likely be in the street.

Ruger5 : Yep!!! Just came by there! There's a water repair service truck that's been working on the fire hydrant down from that one. They are still there now. I wonder if they did it lol

Ruger5: The hydrants are used to flush out the system every 30 days or so. Either the city's contractor or HFD performs the operation - usually the contractor.
