If you were Raffas or Sharkeys or Chimichurris... if you were Costco or Main Event... if you were the owner of any of the businesses right on the river, would you reopen?  If I owned one of those buinesses right on the river, I would seriously hesitate to reopen back on the river. Costco has already flooded twice since they opened. Back in 1994, the river covered the area that is now Kings Harbour and it has covered it again. Do they just take their chances? They had a beautiful setting there on Kings Harbour but Mother Nature makes the decisions when it comes to water. I don't think I could take it if my business flooded more than once.  4951

It's hard to say since I'm not in their shoes but I hope they reopen.  Harvey was a very unusual event and I hope we never see anything like it again in our lives.BTW, I don't think Costco flooded last time. 4951

Is that Taco Cabana planning on reopening or are they just going to give up on that location? Anyone heard of an opening date for that Target, yet? 4951

  Knowing they were building on marsh lands... they should have built up the land, and put the restaurants on much higher foundations. When did Costco flood the first time?? 4951

If they can't get flood insurance, like in Kings Harbor, but can manage an emergency fund, it could be worth the risk.  They keep losing the pier but as far as the businesses themselves, it isn't something that happens often, at least at this catastrophic level.  It's definitely a gamble, but if they can afford to keep rebuilding, if they can handle the blood sweat and tears to lose and come back, and the people love the business, as with Raffa's, I don't see the harm in letting them try. Small places like Berry Bar or the small boutique shops might not return, but Chimichurri's and Raffa's can survive and thrive. 4951

I would be scared to death to rebuild and reopen in Kings Harbor. I hope Rafa's at Sharky's reopen but certainly understand if they don't. 4951

If my business was already successful, I would just move locations. I know the Kings Harbor location was awesome and pretty, but I would still find a new one not in a flood plain. 4951

Well, I'm doing my part to help Raffa's reopen, and giving Amedeo's as much business as possible. It's also helping bridge the loss of Raffa's for the time being. 4951

I do hope that every business that was under water finds a way to reopen, wherever they believe that they can do it. As to Costco, during the last flood before Harvey, I tried to go there but they were closed and the area was flooded. Correct me if I'm wrong?? I figured they were flooded but maybe they were just flooded near the building??  4951

Opening or not is purely a financial decision. You think you can make enough money to offset the risk and aggravation then you do. If not, try something else. 4951

Raffas, to me, would be a no brainer. Good chance to make the place a little less noisy too.
El Rio is a no brainer the other way. Is this the third or fourth time for them? That center looked stripped out when I drove by. Hopefully they knock it down.

As long as there are hurricanes, tropical storms, etc flooding of the river and lake Houston will occur again. I read the Texas Monthly article (link for which was given in another post two days ago), as well as watching the 60 minutes episode on Hurricane Harvey. Reality is, something like this can and will occur again. 4951
