Needed for some work not other. We were told not for sheet rock but yes for windows. Obviously electrical and plumbing changes will need a permit but your tradesman should handle. 4951

This is nothing new.  Has been in place for years.  There is a comprehensive list on the COH website that outlines what needs a permit and what does not...

This presentation is somewhat helpful.  I'm not sure that there is a comprehensive list on the COH website, but I did use this link as a guide:https://edocs.publicworks.houstontx.gov/documents/divisions/planning/enforcement/residential_permitting_101.pdf 4951

Maybe, but they could save people from hiring no skill unlicensed ripoff scammers. Those people seldom pull proper permits. Could save someone's life. 4951

Here is another helpful link that is a little more basic about what requires a permit and what does not.  The comprehensive List was on the fee schedule but for some reason I cannot get to it on my work laptop.https://edocs.publicworks.houstontx.gov/documents/divisions/planning/enforcement/1058_residential_repair_guidelines.pdf 4951

Could save someone's life.

Interesting thought but most anyone can pull a permit.  It costs less if the homeowner pulls it.  Example:  the plumbing permit I need for a hot water heater was ~$80.00 if I pulled it but it was ~$285.00 when the plumber went to pull it.

@Andreweggplant:

Was that what the plumber charged you? Might have been a little plumber's time in there. 4951

LOL... I had a nice plumber. He did the work without a permit. The dollar amount is what was quoted to me by the COH permit office

You DO NOT NEED A PERMIT for drywall or other superficial items such as replacing cabinets or countertops.  The link below is from the City of Houston website.https://houstonrecovers.org/repairtips/ 4951
