They are near Highlands, near I-10 & the San Jacinto River.  It's sickening how they dumped tons of toxic chemicals in the river.  There are skull & crossbones warnings all in that area telling people not to fish or eat anything from the river, yet you still see people fishing. 4951

That papermill was on i10 and sjolander in Baytown. My granny lived behind it when they had a black carbon release accident. She ended up with lung cancer and bial duct cancer from it and died 2 years after the spill. I lived in Baytown almost my entire life 4951

@monyhoney:  @ET's saying is one everyone in the manufacturing business is familiar with.  Some businesses take it more seriously than others. At a chemical plant, I was given the task of leading a team to meet new EPA regulations and to clean up some old issues.  The plant had been there since around 1930.  In those days, they dug a big pit and put 55 gallon drums of waste (toxic and non-toxic) in it.  Eventually, it got covered up and forgotten about.  We happened to drill some core samples all around the plant when we found the pit. One of the old-timers remembered what it was used for.  We had to dig out the pit plus another 10 feet deep and put everything (even the dirt) through an incinerator/treater.  Then we backfilled the pit with clean dirt/sand.  We also installed ground water stations to pump out any water that might be contaminated and feed it through an incinerator/treater.
