Unfortunately you get what you pay for. I used to work in the housing industry and the company would throw money at fixing or updating the properties that brought in the highest rents. Low income properties were luck to be cleaned half way decently between move out/move in turn around. It simply wasn't worth it on a financial end.

And that's the reason they had what they considered low rents. My dh renovated thousands and thousands apartments. In 2009, a lot of the developers and apartment owners realized this and started upgrading their properties. They started putting in granite in kitchens, bathrooms, better light fixtures, stainless appliances, etc. Owners realized renters were willing to pay a little more for this. If Kingwood lakes apts are low rent, then owners need to upgrade and charge more. They had become an eyesore. 4951
