I don't think they assess anything. I think they just say screw it and tack on the 10%, which if I'm not mistaken, is the max they can increase each year.
@djchavez0921: They try to get as much as they can. The odds are in their favor because most people just sit back, take it and pay it. Those that protest can either reduce the increase or go years with no increase.
Once you hire O&A, you can keep them on retainer, so to speak, and they will automatically protest for you each year. Their fee comes out of what they save you in reductions. If they don't reduce it, you don't pay.
