Need some suggestions.  There is a neighbor that has two large dogs that exhibit aggressive behavior when people are walking by with their dogs.  They are in a yard with a less than stellar fence.  they have come after my dog on two occasions and a neighbors dog on another.  I actually watched the dog grab the fence and rip part of the board off to get out when I was walking my dog by the property.  This property is on basically a direct route to the park and it is an extremely long walk to go around.A number of neighbors have spoke to these people and the fence is still not fixed to keep the dogs in (bricks stacked in the holes do not do much).  BARC has been called twice and they have stated they have not taken the time to send someone out.  They told me if the dog attacks to call the police non-emergency number or 911 but I think that would be a little late.  The HOA has been called.  I was told there have been multiple complaints but all they can do is send a letter to the property owner.  The people in the house are renting and the letters go to the PO box.  The HOA (Sterling Management) told me all they can do is send letters and cannot force the homeowner to comply.  Really? So now what?  There are a number of us that walk ours dogs in the evening on that street and do not feel safe doing so because of these dogs.   Open to any real suggestions as to how to solve this issue.  I seriously would have to start carrying and shot the dog. 4951

Find out who the landlord is and notify them. A landlord should be extremely concerned about what sounds like a vicious dog. It's really up to the landlord to fix that fence renters don't pay to fix fences. That would make it the landlords problem too. That's got lawsuit written all over it when this dog attacks someone or a pet. 4951

Since the dog owners are renters, they may have asked the landlord to repair the fence, or asked to deduct the cost of repairing from the rent if they do it, and the landlord is not cooperating. Hope that someone has had an honest conversation with them about the costs involved if their dogs get out and actually hurt someone. The dogs will be put to sleep and they will be responsible for the cost of doing so, as well as damages to the injured party. 4951

@deltadawn: Done that too....3 different individuals (neighbors) have spoken with them, multiple times..  Gosh anyone who can handle a hammer would be able to temporarily secure the fence.  I estimate the cost would be like $30.00 +/- for materials.

Oh wow. What a fool then. Hope he has a lot of ins because if those dogs attack, he's going to need it. Since landlord has been notified, he's now on "alert" of the danger. 4951

I think I would carry pepper spray until the fence is repaired. Maybe for peace of mind you and the other neighbors might want to chip in for materials and fix it yourselves?? 4951

My dogs act vicious when separated by a fence and on leash for that matter. If they are loose they feel no need to defend their space.  Hoping you don't need to find out how these dogs would act if they got out.I would avoid walking near the fence, not worth the stress. 4951

@AndreweggplantBuy an air horn and blow it next time (and every time) you decide to walk by. Tell your neighbors to get one too. It should get the dogs attention and stop them from barking, at least temporarily. 4951

@Andreweggplant:  Sounds like you may need pepper spray and a really good loud stun gun.  Just the sound of the stun gun will stop and aggressive dog in its tracks.  Also, sending a letter from an attorney may be helpful.  It will cost a little but maybe your neighbors will be willing to chip in to cover the cost.  It has to be certified.  You might be able to get the owners physical address by doing a search on the HCAD website.  I have never seen a P.O.Box listed as an owners address.

@TEXASGIRLMAMMA: I don't really care if they are barking...  It is the teeth bearing, charging aggression that is the problem.   It is just not safe to walk by the yard.  Who know what would happen if one of the older people with small dogs that walk in the area got caught up in this mess.  It could get ugly really fast and calling 911 with the slow HPD response time it would be too late.Maybe if I post this on every site I know of I can shame them into fixing the fence....

@Andreweggplant: What is the breed of the aggressive dogs? How big are they?

@coco1248: I am not a breed expert but one of them looks similar to a Great Dane, it is quite a large dog and the other one has the square head that is typical of everyone's favorite breed, I.E. Pit Bill.  It is the latter dog that I watched bite into the fence board and rip a portion of it off.  One of the neighbors also witnessed this behavior on a different day and part of the fence.
