The problem I see with fighting him at every turn is several of his plans are overwhelmingly popular, so they'll be using up a lot of political capital and support which will cost them when the more controversial actions are taken.
We know that Americans fatigue on any given subject quickly so if they don't pick their battles I see it getting to a point where people just stop paying hem attention or turn on them.
