I understand that Bill Clinton had many more than 3 "strokes" and got impeached for it!
Congressman Massie proposed a McConnell inspired bill that he joked calls for 3 strokes and y'ar out. The guy is funny sometimes. He never submitted it officially.
Let's act like he had a real job...and compensation. Most of us get 2 weeks we can use as paid sick leave. After that, if we can't work, we go on short term disability for 4-6 weeks. After that, you get put on Long Term Disability and your job is not preserved for you, but if and when you can come back, you are usually found a job with commensurate salary. If you can't come back in 6 months, then you generally are told you will need to see personnel for instructions for filing long term disability with social security and you will be separated from your company on a certain date. They don't let your manager decide. They don't let you decide. All major corporations have personnel policies for short and long term disability and they make no exceptions. For all other government workers, (even appointees) the OPM enforces these rules and policies. This tells me that OPM is violating the law about personnel policies and probably doing so in order to have McConnell vote as they want. I believe the State Governor can call for him to be removed,.

The answer appears to be no on both counts.
Under the U.S. Constitution, a sitting U.S. senator cannot simply be removed from office by a governor or by the president because of age, health concerns, or questions about their ability to serve.
A Senate seat only becomes vacant if the senator dies, voluntarily resigns, or is expelled by the Senate itself. Expulsion requires a two-thirds vote of the U.S. Senate, making it an extremely difficult process.
There is no provision in federal law, the Constitution, or Senate rules that allows a senator to be involuntarily removed solely because of physical or mental incapacity.
In short: the power to remove a sitting senator rests with the Senate and even that requires a very high threshold.
Yes, he should. He is too old like many of them on both sides that need term limits. Just lining their pockets.
