Gun Safety and HPD Update - PSA I went to the KSA meeting this past week. HPD local commander and team was at the meeting and went over the crime report for December. There were quite a few handguns stolen out of cars and cars stolen that had guns in them. HPD has requested that we put out a heads up that they have 50 locking vehicle gun safes to give out. These are the lock box type with a cable that locks to your seat frame in your vehicle. Please do not call or go by HPD to ask for these. They will be giving them away at the PIP meeting next week. PIP is Positive Interaction Program where HPD meets with local neighborhood HOA personnel once a month to go over what is going on in KW from their perspective. The meeting next week where they will pass out the 50 gun vaults for car storage will be held at Kingwood Church of Christ on Woodland Hills at 7 PM on Tuesday 1/16/24. If you carry a firearm in your car, please do not just leave it in the console or under the seat. There were more than half a dozen firearms stolen in one month. Bring your weapon inside at night or come get one of these lock boxes for free. If you park along the 59/69 corridor do not leave your weapon in your vehicle. Bring it in win you. Don't provide weapons to criminals. Some other notes from the HPD briefing: 1.) Despite rumors to the contrary, HPD bike patrols on the greenbelt trails are still being manned and patrols are still ongoing - dusk to dawn. HPD is using battery assisted bikes provided by KW residents to help them respond quicker to incidents on the trails. Please keep in mind that the trail system is huge and resources are limited, but there are still ongoing police patrols on the trails. 2.) HPD local commander has requested a Polaris ATV to use to get back to spots along the trails and bayous that patrol cars cannot get to. These are quite expensive and the process is ongoing to get approval. The ATV will allow much faster response times in areas like East End Park (an example only). We used ATVs for special event, parks, campus, and neighborhood patrols in Dallas County back in the mid 90s. In addition to lowering crime, they made for some really positive police/citizen interactions. We found them to be a Godsend - and many a perp went to jail thoroughly exhausted from trying to outrun them.
I know HPD in other areas of Houston has been using ATVs for some time. I was kind of surprised to hear we didn't have any here. They have a golf cart that was donated by residents and bikes. There is a Hummer as well, but its too big and heavy to get back into some of the areas they need to get to.

He started out talking about the KW bike patrol and despite rumors on social media, has not been disbanded, in fact, he went on to say, it has been expanded. The new e-bikes that KSA PS purchased for them has been a tremendous new tool at their disposal as they can get offices to incident locations more quickly than the traditional bikes. Training for more officers to be part of the bike patrol and use of the e-bikes is ongoing.
He also talked about new UTV vehicles that he is trying to procure for KW. These UTVs would allow officers to access areas that the golf carts and police vehicles cannot, ex. bayous. They are road worthy and can navigate the trails and should be able to go through the pedestrian tunnels. Other advantages are that they can hold 4 officers, have storage area to hold emergency equipment, get around traffic jams to get to accidents and other incidents, are climate controlled so that officers can spend long periods of time in them.
COH PD has a transfer freeze between stations for the first quarter of 2024. This requires that the KW station, by far the smallest station in HPD, do some creative things to address staffing shortages. Some openings due to retirements and recent transfers before the freeze and being done by internal (intradepartmental) hirings. So far, the juggling of staff has been covered by comp time and not overtime pay. Ayaht Nichols recently left the KW DRT team to another position at another HPD station. Andy Savage told me that her replacement has not been selected.
The crime stats for December only were covered during the meeting but stats for both November and December were included in the packet.

Airborne319 : I'll add to your post on the KSA Public Safety Meeting. Some is redundant. I also attended the KSA Public Safety Meeting on Wednesday 01/10/2024. Here are my notes from it. I met the new city councilor Fred Flickinger and had a nice conversation with him. Dustin Hodges is now his chief of staff for Fred. The person who is taking over the responsibilities that Dustin had for Dave Martin is Demari Perez. Demari was part of Dave Martin's staff and is familiar with District E and its issues and needs. Jessica Beemer has left the District E support staff team to pursue other opportunities. It's good that there will be continuity in District E (Kingwood) even with the change in city councilors with Dustin and Demari staying on. Commander Adrian Rodriguez spoke at KW HPD. There was ~$9K overage in the KSA PS budget for 2023. I asked what was going to be done with the overage. Dee Price said that it would be returned to the CAs. My guess is that translates to a few hundred dollars for MBV. There were discussions on the Loop 494 project, the North Park project, and flooding mitigation. These topics were covered in detail at the KSA Parks Meeting on Thursday, 01/04/2024, so they won't be covered here except to say that as far as TXDOT is concerned, the Loop 494 project is completed, the North Park project will pick up the pace again, and Bob Rehak had a complete report in both the KSA Parks and Public Safety Meeting packets. HFD, Precinct 3, 911 had no representation, therefore no updates. Connie Savage, who heads up KW PIP, told the group that the next Kingwood Positive Interaction Program meeting will be Tuesday, January 16, 2024, at 7:00PM (same time as the MBV Board Meeting). It will be held at the Kingwood Church of Christ, 2901 Woodland Hills Dr., Kingwood. The topic is gun storage. Sgt. Tracy Hicks with HPD Auto Theft Division will be the guest speaker. This is an important topic as there have been too many BMVs with guns stolen and other crimes where guns were not securely stored and have been taken. KW HPD has 50 gun securing devices to give away FREE OF CHARGE. PIP is not under the purview of KSA. Marshall Settegast was re-elected as the KSA PS Chair. Dan Clarke of South Woodland Hills was elected as the KSA PS Associate Chair replacing Dave Lambrix who served in that capacity for many years. Zoom meeting attendance was not available for KSA PS that night.
