It probably has a lot to do with where you go on the Internet and how you have your security and permissions set up. Many sites harvest data and either use it or sell it. Take for example votesafe.org.
It's funded by the America PAC. It is meant to harvest data and intentionally is made to resemble the official vote.gov.
