You are right. A proposed budget is just that - a brainstorming session for bipartisan input. People are expected to put controversial proposals on the table so that details and rebuttals can be worked out. The result is to find out what is practical.And it turns out the leader of the Commission that came up with this proposal was previously the State Medicaid Director who might know a thing or two about Medicaid funding .I am amazed that so many people will react first without first trying to understand by asking questions. I know because I do it too. Posting on this forum helps me to try to understand first before posting.

My last post on the subject oof ABA services for children in Texas. If you approve depriving children of services they can't otherwise receive, that is on your conscience. I keyboard poorly when upset by injustice. My apologies for that. When you suffer injustice or har.m, I may just say, oh well, everyone gets their comeuppance. It just struck me as peculiar that your first comment about defunding a program was that the motivation was BECAUSE of a desire for other funding sources.
It also struck me as a knee-jerk partisan response.

Someone needs to step up and do something for the autistic community and with mental health. Insurance companies or the state need to do better in this area.

One of the problems with life in the safe suburban space live in no real nexus with the accessibility to many things, including even health services in rural or remote areas. It is nobody's fault.
I read don't get your panties in a wad over this issue. I don't wear any. Not a cross dresser. But there are real children with mothers, grandmothers, sisters and aunts rhat do and those children will have services taken away. They, rhe don't cares, should stand face to face with those wm, lok them in the eyes and utter those callous words.
