Deputies said the investigation began in August this year after parents reported finding sexually explicit text messages between Lowe and their 13-year-old on the child's phone.According to the office, investigators allege Lowe communicated with the child for several months, sent sexually explicit material of himself and propositioned the child for sexual activity. Anyone with information about Lowe's whereabouts is asked to call Constable Mark Herman's Office or contact their local law enforcement agency.
