It is intrusive but you know what someone has to say/do something. The behavior on these ebikes/scooters that we have seen has caused a large number of us to get mad that these accidents are SUPER preventable..

Honestly the fact that she talked to the kid and took the time to let the kid know she cared might just save him from becoming brain dead. I think you should do you because the rest of us care about the kids.
You are totally wrong. It's you who is in the wrong lane. He may have saved that child's life. Being worried about being intrusive is why we have so many teen delinquents. Many parents aren't doing their job and someone else (the village) needs to step in.
When I see a kid whacking his sister in church in the head while reaching behind his Mom who can't see what he's doing, you think I am going to ignore that? No. I'm going to tell him to knock it off because he is distracting me and he's in church.
People who feel like you do is the reason so many kids get away with this stuff.
Growing up I "knew" that errant neighborhood behavior would get back to my parents. There were consequences. But, later in life I learned that " it takes a village….".
I learned to appreciate positive/negative remarks about my own kids. Thankfully, mostly positive. Different time, for sure !

If the parent listening on the phone was appreciative and didn't object, then it is really none of your business
I had one just the other day fly past me from the greenbelt Trail across the road to the other side to the greenbelt Trail. I luckily I wasn't going very fast and I was able to stop.
