There might be some confusion in the public about what a 100 year flood means, but if we've had 30+ in the last hundred years, the issue isn't the public misunderstanding. If we assume both the definition of a 100 year flood is correct and we have had that many floods, that's like winning the lottery five weeks in a row. The definition needs to change.
