Public Announcement From Councilman Dave MartinOn Monday, March 28 the City of Houston's Public Works and Engineering Department (PWE) will begin to conduct a traffic study at the intersections of Kingwood Drive at Loop 494, Royal Forest Drive, Chestnut Ridge, Green Oak as well as Rockmead Drive and Rock Falls.The purpose of the traffic study is to evaluate the removal of the traffic signal at Kingwood Drive and Royal Forest Drive and to improve the overall traffic progression in the area. PWE will begin the study by examining sight distance, traffic volumes, travel times, and accident history. This portion of the study will take approximately two weeks and is not expected to impact traffic flow. Traffic signals can remedy many safety and operational problems at intersections. However, signals can also adversely affect intersections and overall areas. It is possible that a signal may no longer be warranted due to changes in traffic conditions or original unsuitable conditions such as geometric characteristics and/or proximity to other signalized intersections or facilities. In this case, PWE will take a close look at these four traffic signals that are placed within about a mile of roadway in an effort to examine whether traffic patterns can be improved through the removal of the traffic signal at Kingwood Drive and Royal Forest Drive. Once the preliminary data has been collected the traffic signal at Kingwood Drive and Royal Forest will be turned off and bagged so that the traffic heading eastbound and westbound can pass through the intersection freely. Once the traffic signal has been bagged the community will see "Traffic Control Change Ahead" signs in the area, alerting drivers to the intersection modifications at the intersection. Additionally, the nearby traffic signals will be adjusted to accommodate the change. Finally, stop signs will be installed temporarily on Royal Forest Drive. The new traffic changes are expected to be in place for a minimum of 90 days in order to make sure that adequate data is collected. After the 90 day examination period has concluded, PWE will evaluate the data based on travel time, stops and delay during morning, midday, and evening peak hours between the Eastex Freeway and Green Oak Drive. These data points will measure the level of service improvement at Royal Forest Drive by comparing the signalized intersection to the modified one-way stop control conditions. PWE will also conduct a second level of service comparison at other intersections verifying no significant negative impact after traffic control modification at Royal Forest Drive has occurred. Additionally, a safety impact analysis will be examined comparing crash data to assure no increase in crash incidents at the subject location or adjacent intersections have been impacted by the modified traffic patterns. 4951

Well, at least they are looking into the traffic problem and doing a study to see what can be done to improve it.
I also am a bit uncomfortable with removal of the light, but I can see this as a first step to improved coordination between lights.
IMO, if some of the speeders and lane changers would just slow down, safety would improve tremendously.

That light... how do people get out and across KWD DR from Randall's & all the other stores there? There is a lot of trees and bushes at that intersection that could make it quite difficult to see traffic coming. Bad move COH and Dave Martin... 4951

I personally feel that light is needed.  I know it is a hassle for people on Kingwood Drive but for the people on Royal Forest Drive, it is a lifesaver.  There are too many businesses in the area to get rid of that light.  4951

That light... how do people get out and across KWD DR from Randall's & all the other stores there? There is a lot of trees and bushes at that intersection that could make it quite difficult to see traffic coming. Bad move COH and Dave Martin...
 
@thegoodwife: That is what I was referring to. I see a lot of people speeding and changing lanes in that area already. I turn at the next light onto Chestnut Ridge and it's often scary.
Bot at least they are looking at improving the jam. Let's see what comes of the review.

Why on earth do they not sync up the dang lights?  You don't need a gazillion dollar study to know they lights are not in sync from Green Oak up to Kingwood and 59.  Just sync the lights!
@Fallon:   I agree!  Syncing the lights would really help with the traffic problems all the way down Kingwood Drive.  Do they (the COH) not have an entity who is in charge of syncing traffic lights?

@TEXASGIRLMAMMA: They do, but until someone calls 311 sometimes they don't know the lights are out of sync. A few years there was a problem @ Kwd. Dr & Woodland hills & it would back up to the entrance to Trailwood, I called and a few days later the problem was corrected. I believe it's the  Public Works Dept.  who takes care of the traffic signals.

But it's probably not as easy as it seems,
Hopefully, they will figure something out.
 
@Safety44: You're probably right about that.  There's enough traffic that overpasses at the RR tracks should be looked into.

Getting rid of that signal seem pretty odd to me. Lots of people trying to get out of that shopping center. If you're going to replace it with a stop sign, why not just leave the light? Just odd....If you're going to get rid of any lights on Kingwood Drive, how about 1 of the 2 lights at Woodland Grove and Trailwood Village? Do we really need BOTH of those lights?  4951
