Here are my notes from the Kingwood Super Neighborhood Council Meeting tonight (April 16th, 2014). These notes are roughly in chronological order. None of the notes here are exact quotes.-----------------The Super Neighborhood Council meeting was held at the Kingwood Community Center (the old library location), and began at 7:00pm. The meeting was attended by 12 Super Neighborhood Council members, 2 guest speakers, and 3 others (myself included).-----------Trailwood Deed Restriction Problems / Methodist Chuch:-- One member attending brought up the issue of the United Methodist church violating deed restrictions in Trailwood Village with a building that had been built, and that the issue was not fully resolved. He mentioned the church has new plans to build another building that would violate the deed restrictions, potentially breaking ground in June of this year, and he wanted to know what could be done to prevent the building from being built? He was asking, who can be contacted, and what can be done? He mentioned the issue is not well publicized, and once they break ground, no one will stop them.  Members discussed, and came to the agreement that it is the responsibility of the Trailwood HOA to enforce, and the Super Neighbor Council cannot help. He should work with the Trailwood HOA and contact Councilman Dave Martin.------Hoarding Amendment:-- Resident Kim Nichols wanted to get the word out about a new amendment was passed by the City of Houston to make it easier for police to act, when there are hoarders in condos or apartments.  It was mentioned that hoarding can cause fire safety problems, and now the Police can do more to deal with hoarders, and to contact your HOA and police department if you have concerns about someone near you.------City of Houston Sidewalks Speaker:-- A guest speaker came to talk at length about City of Houston sidewalk programs.-- Sidewalk maintenance is the responsibility of property owners, not the city. Many other large cities handle sidewalks in this way.-- Most sidewalk problems involve poor construction, old sidewalks, and tree root problems.-- The City of Houston has 4,390 miles of sidewalks, and 3,180 miles of streets with no sidewalks.-- The Safe School Sidewalks Program is not a CIP program-- You can request sidewalks on the City of Houston web site online, however, that section is under construction at the moment.-- Generally, you need 75% of property owners' consent to put in a sidewalk on a street, -OR- you need the HOA's consent.-- Kingwood's Greenbelts are outside of the public right of way, and are not maintained by the City of Houston.-- Typically, 10 feet behind a curb is considered public right of way.-- Once approved, a sidewalk project goes into a queue. Priority is given to new sidewalk construction (over replacement or repair).-- The speaker said projects can take 3-4 years, however on reviewing the paperwork of local projects, several projects had been in the queue for 6-7 years. The speaker mentioned the limiting factor was funding.-- A member mentioned a past problem where a property owner requested speed bumps without notifying the HOA or other property owners. This surprised a lot of people, and caused problems for the fire department and emergency services. She asked if there was a way to keep tabs on these projects for an area, so all residents could know about upcoming construction? Speaker suggested she could email a City of Houston staff member to run a report to list the status of all projects in an area.-------Kingwood Drive Expansion:-- The representative from Councilman Dave Martin's office mentioned the Kingwood Mobility Committee will have a meeting open to the public on May 13th, 2014 in the Kingwood Community Center at 5:30pm.-- The meeting will present findings, and be open to public comment.-- One member mentioned that some of the committee members were not Kingwood property owners (two are in Oakhurst, and one in Cleveland), and that their opinions shouldn't count as much as the real stakeholders. -- Stan Sarman mentioned that they wanted a variety of representation, both from private individuals and businesses.  He also mentioned, the decision is not being made by Councilman Dave Martin.-- There was some confusion about who has the final say in deciding whether or not Kingwood Drive should be expanded. TIRZ is funding (partially or fully) the project and must approve the decision, and then the City of Houston must approve and permit the project. It was not clear, once the Mobility Committee approved the project , how easily or automatically it would pass through TIRZ and City of Houston approval.-- The recent newspaper articles were brought up about the Mobility Committee, and there was concern that not all committee members were named. -- One member mentioned that it's not that residents don't want to do "anything," but they may want other options besides widening the roads. People do not want the nature of Kingwood to be destroyed, when that's why many people moved her in the first place.-- 30-40 intersections are being tracked for car traffic for the study.-- The May 13th meeting will only present findings, it will not make a decision.-- Alternatives to widening include doing large sections of rehab (instead of poorly done "patching" jobs).-- IF YOU WANT TO GIVE YOUR INPUT: You can email the company doing the study at:kingwoodmobility@gundacorp.com--------Humble ISD Budget:-- An Humble ISD representative mentioned that the Humble ISD budget is in progress now, and there is a workshop in 2 weeks if you want to give your input (dates should be on the web site). -- They need input as to what to put priority on: Homestead exemptions, classroom sizes, or teacher salaries.-- The previous meeting's Budget Packet is available online to those interested.---------Kingwood Police Department:-- Lt. D. R. Atkins mentioned an issue with vagrants behind the Chevron / Kids In Action / Bear Branch Trail area, camped in the woods with several tents. One of those people is now in jail for pointing a BB gun at someone, and he had a long criminal record. The campsite has been removed, and the other two people are no longer there. -- A City of Houston representative mentioned that a BB gun and several knives and swords were found at the camp site.-- It was mentioned that one of the people there was a 20-something man with mental issues who hangs out with younger middle school kids in the area (who may be closer to his mental age).Police Department Staffing Change:-- It was mentioned that Captain May will no longer be the Kingwood Police Department Captain shortly. The reasoning was not explained, but Captain May will still be working within the department in another area. I was not able to catch the name of the new Captain for the Kingwood area Police.------------Kings Crossing Apartments to be Demolished:-- There are plans to demolish the Kings Crossing apartments, and to replace them with new commercial and professional buildings (there was some confusion over whether residential areas would also be included). -- There will be a representative from the company in charge of the project, Burdette Huffman, to speak at the Super Neighborhood Council at the May 21st, 2014 meeting to discuss plans with the community more fully.------------Other Announcements:In a packet given out at the meeting, there was a list of other announcements,  retyped here:-- June or July meeting at the SNC will include speaker Monique Ward from Metro-- Electronic Recycling is- May 3rd from 9-3 - the first Saturday of each month at the Metro Park and Ride, West Lake Houston Parkway-- Kingwood BOPA (Batteries, Oil, Paint (latex only) & Antifreeze)  is April 26th from 9am - 1pm at the Metro Park n Ride lot, West Lake Houston Parkway.-- Prescription Drug/Medication Recycling is April 26th from 10-2 at Metro Park n Ride lot-- Free Shredding is Monthly - done by the City of Houston - throughout the Houston area (May 17th is at the Kingwood Metro Park n Ride lot from 10-2)------------Meeting ended around 8:49pm. 4951

I believe the new captain is Mark Fougerousse, if this information is correct.
