The second Kingwood mobility study stakeholder meeting took place at the Kingwood Community Center on Tuesday, October 14th at 5:30 P.M. and ended at approximately 7:45 P.M.The meeting started with stations set up around the room with thirty minutes for residents to view maps of each proposed plan. Comment boxes were provided for resident input. City of Houston Councilman Dave Martin opened the meeting by saying "The easiest thing to do is nothing." He said that the city, by a series of metrics measuring road condition and traffic volume, has ranked Kingwood Drive as the second worst roadway in the city. This qualifies Kingwood to receive 30 million in capital improvement roadway projects. The Councilman emphasized that this was a data-driven decision and that if improvements are not made our tax dollars will go to other areas of the city. This project will be a major reconstruction effort to improve roadway conditions but also drainage and water systems underneath the roadway. Martin pointed to the busted water main on Kingwood Drive a few weeks ago as proof that this forty year old roadway is in disarray. Some of the remarks from Councilman Dave Martin and Stan Sarman, head of Kingwood's Tax Increment Reinvestment Zone, can be viewed here:

A representative from Gunda Corp (the engineering firm that conducted the mobility study) presented a PowerPoint that analyzed their collected data and potential plans to improve mobility. The plans ranged from turning lane improvements to transforming Kingwood Drive and Northpark Drive into six lane roadways with flyovers onto Highway 59. The more elaborate plans were unfeasible as they would have cost a 160 million, much higher than the budget. Gunda explored these plans because they were submitted as suggestions by residents at the first stakeholders meeting. You can view the PowerPoint presentation here:http://gundacorp.com/wp-content/uploads/2014/05/Stakeholder-Meeting-Presentation-from-October-14-2014.pdfAfter the presentation each resident was allowed two minutes to address the mobility planning committee with questions or comments and was limited to two questions each. Several people waited in line multiple times for an additional two minutes. The first concern was in regards to Gunda's methodology when calculating tree loss. The resident said that they should measure loss in terms of green space instead of % of tree loss. He also commented that including only percentage of loss does not do an accurate job of describing which areas of loss may be highest. A resident pointed out that the options were quantifiable and that the committee members could select a plan with the highest cost/benefit analysis without community input.Another resident raised concerns as to why mobility planning improvements only related to vehicles instead of bike lanes, walking paths, or public transportation. Mobility planning committee member Mark Micheletti expressed that regardless of roadway improvements a train crossing during peak hours could render any improvements useless. It was confirmed that trains cross Kingwood an average of 22 times per 24 hour period.In the PowerPoint, Plan C addresses widening Kingwood Dr. into a six lane roadway. Gunda said that the City's standards for road width has changed since original construction. If this plan is executed each lane would shrink from 12 feet in width to 11 feet in width. The third lane would run 9 feet into each side of the median. Gunda proposed that the project would look something like this:During the presentation of improvement options Gunda gave residents a score card to rank which plan was most appealing to them. (We have asked Gunda to make these score cards available online for residents not in attendance to be able to provide input.) I support alternative I to reduce traffic congestion, improve traffic flow, improve safety, and bring Kingwood's traffic plan up to date. 4951

What I don't understand is why the developers, the city, key decision makers involved in these huge planned communities have forethought. Kingwood would have still been the livable forest had three lanes been put in from the start. I've only lived here 15 months but surely the traffic has been bad for a long time yes? No? I know the answer to the fore thinking is money.... 4951

…..Widen kingwood drive 45.80% said yes and 48.32% said NO?!  Are you kidding me?! More neighborhoods keep getting built and more often than not it can take 30 minutes to get from the very back (east end) of kw drive to the front if traffic is bad, not even mentioning if there is an accident. O_O I can't believe this. I get that trees make kingwood the livable forest and whatnot but….reaaaaaally??? 4951

I don't know who did the train study, but their math is way way off.  There is no where near 22 trains in 24 hour period going on this line. I spent 25 years working for the railroad and I know this line inside and out. Someone really needs to go back to basic math class. or better yet contact the Union Pacific Railroad and get the accurate number. As far as the rest of this. I have lived here for 30 years. Kingwood drive is the same today as it was then, except for being longer since more villages were added. The population has grown over that 30 years, but Kingwood Drive and Northpark Drive have not  been modified to account for growth. It is time to do that. I live in the front of Kingwood, right at 1.5 miles from 494. If I use KW drive it takes me 15 minutes to get to 59, and that is in light traffic. It should take no more than 8 minutes. So I am all for cutting down trees and improving mobility. If you have to see the trees, move to the forest. I prefer to get where the heck I am going in a reasonable amount of time. 4951

I think that many who are opposed to widening Kingwood/Northpark, are not aware that this involves removing only about 10% of the trees. Some of what you are seeing  is undergrowth, like the vines that some were complaining about on here last year.I am a Forest Cove resident and live on one of the main cut through streets. We moved from Kingwood to Forest Cove nearly 14 years ago. It was a nice street back then. Now, with all of the people cutting through here to save time, it is like living on the side of the freeway. People don't even respect that this is a residential neighborhood. Something needs to be done with Kingwood Dr. The traffic situation will only get worse as the population grows. 4951

Im a little worried about using a company that cant pay someine to do a decent rendering..those projections look like a 2nd grader did them. 4951
